Fight against illicit drugs: Commission proposes to ban two new synthetic opioids

The Commission proposed to subject the two new psychoactive substances cycloproplyfentanyl and methoxyacetylfentanyl to control measures across the European Union.

According to the risk assessment reports provided by the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), cycloproplyfentanyl and methoxyacetylfentanyl are strong synthetic opioids which can cause severe harm to health. The substances are sold online in small and wholesale amounts as a “research chemical” or as “legal” replacements of illicit opioids, typically as a powder or as ready-to-use nasal sprays.

So far, cycloproplyfentanyl has been detected in six Member States and is associated with 77 deaths in the period between June and December 2017. Methoxyacetylfentanyl has been detected in eleven Member States and is associated with 13 deaths. The Commission’s proposal will now be discussed by the Member States in the Council, which, in consultation with the European Parliament, will decide whether to adopt the measures.
